The secret report deals with measures planned to carry out against the democratic opposition in Hungary. Here we publish the whole text of the document. CENTRAL COMMITTEE OF THE HUNGÁRIÁN SOCIALIST WORKERS PARTY Report Concerning the Political Tasks Connected with the Activltles of Opposltion-Enemy Groups (Discussed at the 1 July 19Öb meeting of the Politburo) The Politburo last passed a resolution concerning the tasks associated with the opposition-enemy groups on 3U Mar 1982. In the intervening time since, the work to suppress the activities of the opposition-enemy groups has basically proceed according to the resolution of the Politburo and the concretely identifíed tasks in the resolution have been carried out. The basis of the opposition-enemy groups, i.e., the circle of those regularly participating in this type of activity has nőt essentially expanded since 19ÖJ; however, their views influence a broader circle—through their illegal publications and enemy rádió broadcasts. The new characteristics of the opposition-enemy activities and the experiences, to date, in countering the opposition groups warrants the Politburo, under the present circumstances, to alsó determine the tasks relating to the activities of the opposition-enemy. I. In order to expand their political efforts and support the opposition-enemy groups have attempted to consciously exploit the unfavorable tendencies in the International situation which have become permanent over the last few years: the increased support of hostile foreign organizatlons and propaganda centers, the disputes in the International workers' movement, the perceptible difficulties in the development of socialism, the deteriorating situation of Hungárián minorities in certain neighboring countries, the social tensions associated with the development of the economic situation, the declining generál disposition of certain lntellectual strata. The expansion of their influence has been made easier by the loosening, erosion in the social "environment" of the opposition occurring as a result of unfavorable domestic
