<—I í_- Bollov/ing the central committee's session, the press was prohihited from puhlishing the naaes of the név/ officials fór tv/o days: the country again had to rely on the accurate and quick information supplied hy v/estem média ahout Hungary’s domestic changes. In parliament - even though lo>í of the memhers voted against it or ahstained - the hill of amenaing the penal coae and criminal procedure v/as rushed through. The név/ law allov/s the police to continue investigations fór up to a year or to remand suspects fór the same period. It is evident that legislation chose to grant further pov/ers to the already incontrolahly dominant police, instead of launching an overall revision of criminal jurispru- dence that v/ould satisfy the principles Iáid dov/n in the Helsinki final document ahout political and civil rights. The govemment's inertia, lack of programmes and pitiful dread of open policy has provoked the population's contempt. Popular reception to the personal changes indicates a vote of no confidence fór the new leadership.
