In parliament - even though lo>í of the memhers voted against it or ahstained - the hill of amenaing the penal coae and criminal procedure v/as rushed through. The név/ law allov/s the police to continue investigations fór up to a year or to remand suspects fór the same period. It is evident that legislation chose to grant further pov/ers to the already incontrolahly dominant police, instead of launching an overall revision of criminal jurispru- dence that v/ould satisfy the principles Iáid dov/n in the Helsinki final document ahout political and civil rights. The govemment's inertia, lack of programmes and pitiful dread of open policy has provoked the population's contempt. Popular re­ception to the personal changes indicates a vote of no confidence fór the new leadership.
