In the introduction the author makes remarks on the beginning of the period from the administrative-historical point of view. In the following chapter a brief summary is given on the problems of the administration of fiscal matters.

Then additional details are given on auditing in the village administrative offices. Mention is made of irregular keeping of accounts, cash books and other deficiencies in handling files.

The study also comprises notes on archiving, selection of files and file destruction. There is in the study a separate chapter on the state of the archives.

In the end reference is made, in connection with fluctuation of staff and various problems of staff-size, to the changes in 1944-45.
