The Provisional National Government in the light of the sources offoreign archives Elek Karsai Our publication of sources is intended to show the establishment of the Provisional National Assembly and the Provisional National Government and its acting in the first months (i.e. the period of Debrecen). It was a short period of extremely great importance in the history of Hungary in the course of the World War II. on the basis of the accessible documents of the British and American archives. British and American diplomatic documents published here show first of all that the three Great Powers acted in perfect concert regarding the Hungarian question; the initiative came from the Soviet side and the negotiations passed off on the basis of the proposals and plans of the Soviet diplomacy. As for the content: all the three Great Powers set hopes that the Provisional National Assembly and the Provisional National Government would gain the support of the population of the territories liberated as well as of the soldiers that still fighted by the side of the Germans, and Hungary would follow the Italians, the Rumanians, and the Bulgarians and would support the Allies in the war against the Third Empire. According to the documents this opinion was not unfounded; Debrecen obtained the support of the population, moreover as a surprise, Hungarian exiles and emigrants living in the neutral states and in the countries of the Allies as well as the Hungarian diplomats who defected after March 19,1944 or after October 15,1944 aligned the new government and its programme. The document published complete the knowledge concerning the nature and the source of the power of the Provisional Government in Debrecen. Finally, on the basis of the documents the British and American political circles were fairly optimistic regarding the political development of Hungary. Временное национальное правительство в зеркале источников иностранных архивов Элек Каршаи Цель нашего сообщения: показать на основе теперь уже доступных для исследований материалов великобританских и американских архивов короткий по протяженности, но важного политического значения период второй мировой войны в истории Венгрии, создание и первые месяцы деятельности Временного собрания и Временного национального Правительства, так называемый, дебреценский период. Сообщённые здесь великобританские и американские дипломатические документы прежде всего свидетельствуют о том, что три великие державы были абсолютно одного мнения о венгерском вопросе, инициатива происходила с советской стороны, переговоры протекали по предложениям и проектам советской дипломатии. Что касается содержания: все три державы питали большие надежды, думая, что дебреценское Временное Национальное Собрание и Временное Национальное Правительство завоюет доверие не только населения освобождённых территорий, но и доверие солдат, воюющих на стороне немцев, и что Венгрия последует примеру Италии, Румынии, Болгарии и с оружием в руках поможет союзникам в борьбе против Третьей Империи. Из документов выясняется, что эти представления — частично — не были необоснованными: Дебрецен получил поддержку от населения и неожиданным было то, что новое правительство и новую программу поддержали живущие в нейтральных странах и в странах Союзных Держав венгерские эмигранты, как представители гражданских профессий, так и венгерские дипломаты, которые покинули страну после 19-ого марта или после 15-ого октября 1944-ого года. Опубликованные документы расширяют наши знания о вопросе источника и характера власти дебреценского Временного Правительства. Из документов выясняется, что британские и американские круги оптимистично были настроены в связи с венгерскими политическими событиями. 188
