by Mrs Mervó In our study we followed the development of the low-level organization of the public educa­tional system as well as their authorities and school inspectorates, their contradictory activities and altogether the situation of the public education with the help of examplex from County Bihar, on the basis of the Public Education Act of 1868. The starting point of our investigations was the Public Education Act and the administrative changes of 1872: the local and municipal laws for the reorganization of municipal councils, as well as the analyses of the fulfilment in the public schools and their consequences till the changes in 1876. The article enumerates the municipal orders to carry out the Public Education Act in almost in almost 500 villages and farms belonging to County Bihar, and what was the working method of the school council under the inspectorate of János Földi. From the records of the Committee of County Bihar, papers of the subprefect, school-docu­ments, sources of the Archives of ’Tiszántúl’ Church Archives, likewise reports on condition of the public education submitted to the parliament by József Eötvös in 1970, from reports and statistic tables of these we can establish that the conceptions intended for consequent development of the public education were realized only partly in County Bihar. There were difficulties of the compulsory education, a cool indifference of society towards school, jelousy between religions, poverty of the people, especially in the County Bihar colonies, refusal of the owners of the farms and last but not least the limited material support of the state—hindered the foundation of the new, unified, stately directed public educational system.
