Some remarks on the work of the educational systhematic committee of County Bihar in 1827 by Miklós Bényei The county-debates taken place in 1831-32 within the Works of the national systhematic committee appointed by the Act VIII. of 1827, were regarded as landmarks in the course of the civil transformation in Hungary. This was the era, when the liberal reform programme became a system. They were not only contented to judge the conservative spirit of the educational subcommittee, but they formulated progressive suggestions according to the requirements of civil and national progression in many counties. In County Bihar also the view of reformist opposition became prevailing. The delegations and the general meeting found the public aducational measures important, first of all in relation to the national autonomy and development. The main demands of the classes were: the nobility should direct the public education by the Act legislated by the parliament, i.e. it should be no more the absolute right of the king; the schools shold be open for anybody, without any religious or other discrimination, the Hungarian language should be the language of the education (instead of Latin) both in the secondary and academic schools, the Hungarian language should also be taught in the elementary schools, the teaching level should be raised at the Pest (now Budapest) University, and the scientific connections must be insured with foreign countries. The systhematical educational work had never came to a parliamentary debate, but the most important aims of the reformists (i.e. teaching in Hungarian, the right of the free choice of school, etc.) had realized in the last period of the reform-age, as well as during the civil revolution in 1848. 33
