Tanulmányok - Nyakas Miklós: Hajdú vármegye megszervezése 1876/77-ben

The Organization of Hajdu-county in 1876-1877 Miklós Nyakas The author undertook no lesser task than the introduction of how Hajdu-county was organized in 1876 as part of the administrational and country planning reforms in Hungary after the compromise of 1867, which gave the country complete freedom in the home affairs. The one-time Hajdú district lay in the backbone of the new county, to which were attached some major territories from Szabolcs, and some minor from Bihar. Debrecen became the county seat, but as she was a free royal town, she was exclusive of the county administration. The only link between the two administrational systems was embodied by Lord Lieutenant Lajos Miskolczy. The statutory meeting of the county took place on September 4-5 1876, when according to the Act of 1876/33 and other orders issued by the Home Secretary they stated the scope of competence of the new county, elected the officials and appointed the governing bodies. The officials of the previous Hajdu-district preserved their influence. The most important new feature was the strenghtening of the will of the central government through the setting up of a so-called administrational comittee. The process of organization was completed with the re-election of officials on December 28, 1877, when the elected bodies came into office, and some regional and political rivalries ensued berween the political parties. No major changes, however, took place in the personnel, this the old officials of the Hajdú district maintained their influence, favouring the previous regional centre: Hajdúböszörmény. 18
