Legs with no peculiarities except hind femora having long and dense hairs ventrally. Fore wing with yellowish tint, about 2.5 times as long as wide; marginal cilia short. Hind wing with two frenal hooks, about 4.5 times as long as wide; marginal cilia hardly onesixth the width of wing. Gaster (Fig. 1) as wide as thorax and longer (6:5) than head and mesosoma combined. Tergite 1 almost as long as wide, with two complete but not strong carinae and an incomplete carina in between, laterally with some short carinae, tergite bare except laterally. T2 smooth between basal foveae, these with striae which reach to a little more than half of tergite, rest of tergite smooth, laterally with sparse hairs; T3-T6 each with a transverse row of deeply implanted hairs, T7 very short, all smooth and shiny. Sternite 1 with dense, white pubescence; sternite 2 anteriorly between hind coxae with a small tuft of hairs, rather densely hairy basally. Colour black. Space reddish brown, darker towards apex; pedicel brown; flagellum dark brown. All coxae black; fore legs brownish yellow; middle legs except last tarsal segment reddish brown; hind legs reddish brown, femora entirely, tibiae distally and tarsi except basally darker brown. Length: 2.2-2.5 mm. Female. Unknown. Holotype. Male. India, Kerala Munnar, 2000 m. 23. III. 1977 (K. D. Ghorpade leg.), deposited in the collection of the Zoological Museum in Copenhagen, Paratype: 1 male same as holotype. As far as I know no species could be confused with P. lubomasneri which is peculiar e.g. in its sculpture on occiput and in its rather large and slender body. The new species is affectionately dedicated to Dr. Lubomir Masner, Ottawa, in commemorating his 60th birthday. Figs 1-3.
