With this legal regulation the Németh govern­ment breathed new life into a seemingly extinct law dating from 1875, and which revived the status of owner and entrepreneur. In 1988 - as the saying went - we were poor but we lived well. Not only was the state poor and heavily in debt, but the majority of state companies were in a similar position. The population's savings turned out to be far less than was required to stimulate the huge deadweight state assets which were simply unable to operate efficiently. Thus this provided a direct path to the draft­ing and passage of Law XXIV of 1988 which made possible foreign investments in Hungary through the creation of the law on the transformation of state companies.
