In substance of this system are homogeneous mechanisms called classification systems. Clearly structured clas­sification systems provide author to put every record in specific class and type, to fi­le records according to specific signatures and afterward simply identify. In broader sense, effective classification system provides regularly and systematically appra­isal. Today when electronic records in virtual form and with changeable character are increasingly present in registries, defining of the comprehensively classification system integrated in information system of the organisation, became necessity for records preservation as a evidence, for managing the records and their retrieval. There is whole range of methods and procedures for classification system de­veloping. No matter which of them we will use, it is important that they are based on detailed analysis of business processes. This analysis will help to understand how records relate to the organisation's business and will contribute to the decisions ma­de in subsequent steps regarding their creation, capture, control, storage, disposal and access. This is particularly important in an electronic business environment where the connection between an organisation and its records is logical, rather than physical. Analysis of business processes is first step in developing business classifi­cation scheme. The scheme provides the basis for developing two crucial records management tools: a thesaurus of terms to control the language for titling and inde­xing records in a specific business context and a disposal authority that defines the retention periods and consequent disposal actions for various classes of records. The classification of State records is carried out in a uniform way in each go­vernment agency. There is a common administrative records classification scheme for those functions common to all government agencies and specific scheme for each agency, based on its own particular activities. There is also field scheme for functions common to the group of the similar agencies such as counties, municipali­ties etc. In the context of archival perspective, which has been changed from physical record to context of its creation, organisation of the records based on comprehensi­vely classification system, which is reflection of the organisation functions, authori­ties and activities, is precondition of the effectively records management system.
