AN INTRODUCTION FOR INTERNATIONAL AND NATIONAL GUIDELINES In this paper, the author tries to evaluate the changes in records keeping systems in the information society and focuses on the opportunities, challenges and basic requirements that technological transformation proposes to archivists and re­cord managers in management and preservation of digital records. Technological transformation, caused by digital revolution suggests a new consideration on the aim of producing and preserving records and on the method and the instruments that guarantee an effective automation and also requires broadening of the concept of the "record". Many ephemeral record types require a new methodo­logy of handling. Digital information in particular is liable to be lost easily, and this makes transparency and accountability difficult to enforce. Current practice does not recognise this difficulty, even in advanced organisations. The advance of the ci­vil society, however, requires that such accountability and transparency should be developed. To achieve this, archivists and record managers need clarification and codification of responsibilities, structures and procedures within each organisatio­nal structure. The organisations' responsibility should be expressed in international stan­dards and national legislation. The handling of records should support subsequent administrative activity. In addition, training and personnel investment is also crucial to success. Personnel must internalise the new culture. Furthermore, the author briefly presents three international standards and gui­delines for electronic records management: The 15489 ISO standard "Records Ma­nagement-Code of Practice" as a systematic approach to record-keeping, The 1999 initiative of the Information Records Management Trust and World Bank initiative as an initiative designed to obtain better access to public information in developing countries, and MOREQ (Model requirements for the management of electronic re­cords) as the result of the initiatives of the IDA.
