The author writes about problems that arise when protecting archives and records of the social and political organizations. Most of these archives are kept in different places. Some is at the Central Archives, some of it is at the creators, a part is kept by private owners, and part is at Historical Archive. Since there were no strict laws or regulations existing before, a larger part of these documents entered the archive unclassified and among them a lot are incomplete. The author also speaks of the division of funds and the state each one of them is in.
