The impact of different constituents of the IS on the genesis, function and aims of particular services and information activities is described with examples from history of archives and libraries; e. g. the impact of social environment on the development of information activities (with examples of the formation of archives in Middle-Age towns and public reading-rooms, and national bibliography in Croatia in 19th century; the dependence of functions and aims of information subjects on the information culture (the roles of libraries in 19th century are anasysed as well as the meaning of the Hague Convention for protection of cultural property); the relation of information subjects to equipment (of archives and libraries); and relations between equipment and information culture (the impact of new technology and terminology). Three possible approaches to implementation of contemporary IS are analyzed in the last part. These approaches differ depending on whether the emphasis in organization of IS is: a) on a new kind of organization of (existing and future) information subjects, b) on the institutionalisation (i. e. defining the rights, duties and rules of behavior of information subjects; in that case the emphasis is on legal aspects), c) on defining the system of values which detenming the behaviour and organization of IS. Finally, a specific problem is discussed: Do the libraries, archives and museums partake in IS with all their activities or with some of them only?
