Revisions of the Existing By-Laws of The Hungarian Reformed Federation of America The By-Law subcommittee of the Strategic Planning Committee had been working on the revision of the Federation’s By-Laws for over a year. In the first half of the year 2000, meetings were held on the district level to introduce the new proposed By-Laws. In turn, the committee had been soliciting input from our local branches, as well as support for the new amendment to the existing By-Laws. The Spring Meeting of the Board of Directors completed the final draft of the proposed By-Laws which the Board presented to the Delegates of the 36th Quadrennial Convention in September 2000. Major changes in the proposed By-Laws focused on the management structure of the Federation and how we select and elect the National Officers. In the previous version of the By-Laws, the National Officers were elected by the Convention for a duration of four years. In the proposed By-Laws, this task is assigned by the Convention to the Board of Directors. Based on the qualification of the individuals, the Board will appoint the National Officers. Duration of their appointment will be tied to job performance. Another major change in the new By-Laws is the reduction of the National Officers from three to two. The new positions will be: CEO/ President and Secretary/Treasurer. Major responsibilities of each officer will be listed in the By-Laws. The third major change in the new By-Laws will be the election of the Chairman of the Board by the newly elected Board. The Executive Committee will consist of: Chairman of the Board, CEO/President, and Secretary/Treasurer. Daily operation/supervision of the Home Office and the business of the Federation in general will be carried out by the two appointed National Officers (CEO/President and Secretary/Treasurer). The Chair will visit the Home Office periodically (once or twice a month for a day or two). The rest of the By-Laws remains essentially unchanged. The newly created positions are open to all members in good standing of the Federation. I would like to express my appreciation for the cooperation extended to me at this Convention. I am happy that the majority of the delegates understood the need for change, not just for the sake of change, 171
