instance courts: prosecutions were functioning beside law-courts and attornery general's offices beside Courts of Appeal. From 1900 the highest judicial organ is the Attornery General's office in addition to the Supreme Court, and attornery' s delegate was functioning beside the district court on the lowest instance. This whole organization was under direction of the Ministry of Justice. The organization had had criminal cases mainly, but later some cases of civil law were within its competence too. History had always an impact on the functioning of Prosecution: as the political and social system, so the directing and using of the organization changed repeatedly. The political power used the Prosecution to save the system during the two world war and the sovjet occupation. In 1953 it was established a new attornery's organization, directed by the general attornery (who was elected by the parliament), and it has been working to this day. MÁRIA PÉTERNÉ FEHÉR OUTLAWS IN THE NEIGHBOURHOOD OF KECSKEMÉT AFTER THE WAR OF INDEPENCE IN 1848-49 In spite of the fact that the historical researches make the reader understand the real historical background and characteristic of outlaw's world more and more, the romantic judgement of outlaws' life is still alive nowadays. The writer of this study reconstructed the events and characters of outlaw's world by the help of historical bibliography and archival sources. The author has denied the idyllic approach of outlaw's world and made the reasons known that led to the 'outlaw phenomenon'. The outlaw's world of the period after 1849 developed as a consequence of the poltical-social cataclysm that followed the suppressing of war of independence, and for a short term it also established a kind of social tolerance with outlaws. However, as robberies increased by the rapid worsening of economic situation and public security, so the social tolerance decreased. The last part of the study is to show the co-operation of the government, the county and the city that led finally to the liquidating of outlaw's world in Kecskemét and on territory of the Great Hungarian Plain. LÁSZLÓ NÁNÁSI THE OUTSET OF PUBLIC JURISDICTION IN KECSKEMÉT (1851-1861) After suppressing the war of independence in 1848—49 the triumphant Habsburg power began to modernize the country by sweeping the constitutional principles away: the jurisdiction and public administration were separated and the former one was taken into public ownership; the Prosecution was separated into a different organization. During the forming of court system they were paying attention to the population statistics, the situation of settlements and that to be in harmony with the administrative arrangement.
