hing the first court of justice of community. At the same time it was hard to suit increased administrative requirements, mostly for the elders. During this period the county has unchanged, but at the lower-grade administrative authorithy — termed station instead of chief magistracy in Jászkun district — the administration and the administration of justice were united again, Instead of the five administrative and seven juridical districts, organized in the provisory period, the communities were distribu­ted into six districts. The Kiskun wastes — owning by Jász, but territori­ally isolated from it — has got to the Kiskun districts from the point of administrative view at this time. The offers concerning the whole community were conducted according henceforward to the previous practice by the council or the economic as­sembly in the communities. The local offices acted as the enforcement branch of state directive. During the surveyed period the self-governing administration of Jász­kun District has totally annihilated at district level, but it was living longer in the local administration of communities, however their powers has decreased in considerable degree. PARLIAMENTARY ELECTION IN 1861 IN KECSKEMÉT Written by Mrs. Péter Austrian military terror and Bach's conservative military dictatorship did not favoured representational democracy after 1849. Habsburg power endured neither the operation of self governments' representatives nor Parlament's provoking. Finally the Austrian Imperator was compelled to concession by crisis of absolutism induced by national and constitutional movements. Restoring of Parlament and Province Assembly was declared by a diplom dated 20 October 1860. However election bodies were not allowed to use in full of 1848. Electoral Law during representatives' electi­on. From the source of law's point of view new norms — electoral regulati­ons — were issued by the Imperator. The most important characteristic of this norms was omission of popular representation. Against protests Parla­mentary Elections were held everywhere, mostly on the basis of 1848. law. Like in 1848. two representatives were elected in Kecskemét on the 5-th and 6 th of March 1861. Describing changes of Kecskemet's administ­ration and political movements of 12 years after 1849 the author gets to the intorduction of election preparation. 1015 persons, that is 2.44% of the population, exercised the political right in Kecskemét and recorded them­selves in the Electoral Register in 1861. As concluded by the author of study, comparing this with persons of 1848 Register, decisive majority of persons registered (64%) were from landowners' class, that was a fact
