construction boards of the two cities (Section 18), the chief engineers of the two cities, and the experts whom the Municipal Board of Public Works decides to co-opt. ... Section 14. In addition to the aims of the Municipal Board of Public Works mentioned in Section 10, the responsibilities of the board shall in general cover: a. the preparation of town-planning developments covering the whole capital or certain quarters of it, the elaboration of plans, the control, guidance and supervision of the necessary engineering surveys, the organization of competitive plans for the location of the necessary buildings, housing public institutions, factories, working-class housing estates, public places, parks, places of amusement, etc. with a view to the future expansion of the capital; b. the implementation of major development projects—covering the whole capital or certain quarters of it either under their direct supervision or through associations, contractors, etc.; c. decisions on the course and level of streets and roads; d. the naming of streets and public squares, the organization of street-numbers; e. preparation of recommendations for building acts. Section IS. Shared work projects where the planning and supervision legally fall within the jurisdiction of the Municipal Board of Public Works extend to areas not amenable to the authority of the cities of Pest and Buda: such areas, in respect of the developments in question, shall be subject to the authority of the Board and the relevant authorities shall be consulted beforehand on the question. Section 16. In addition to these direct duties, the Municipal Board of Public Works shall exercise supervision and final authority in general over all questions of building and building regulations within the precincts of the two cities, over the two municipalities and over individual inhabitants. Section 17. Decisions, plans and estimates put forward by the municipality of either city shall be submitted to the Municipal Board of Public Works before implementation, particularly in the following matters: a. the construction and maintenance of any building, wharf, warehouse (dock, entrepot), etc. to be erected along the two banks of the Danube; b. the construction and maintenance of any road and bridge within the area of the two cities; c. the building, maintenance, cleaning and watering of the surfaces of roads and squares; d. the construction and maintenance of public railways; e. the construction and maintenance of cesspools and other sewers; f. the maintenance and extension of public parks and trees; g. all manner of water supplies; 92
