In general, complaints against decrees shall only be permissible with no further appeal and may be submitted either orally or in writing within fifteen days to the authority respon­sible for the decree. Complaints relating to the decrees of district councils and their executive committees shall be dealt with by the Central Council and its Executive Committee; complaints relating to resolutions of the latter shall be dealt with by the relevant People’s Commissariats. XVII Action to be taken against employees who were appointed to leading positions by the proletarian dictatorship, or played an active part in communist movements August 8th, 1919 Resolution No. 96.114/1919-1, passed by the Council on August 7th this year, provides that disciplinary action, with suspension from work, shall be begun without delay—if at all possible in any given case—against all administrative employees, as well as employees in public institutes, factories and companies, who during the proletarian dictatorship were appointed by the latter to a position of authority which was greater than those positions they had held in their former employ either in the municipality or elsewhere, or who took an active part in the communist movements. For this reason I instruct the heads of all municipal offices, institutes and factories to report all employees to me in the shortest possible time, and not later than eight days, against whom action may, in their opinion, be taken for the above mentioned reasons, to submit such reports for each individual separately with a detailed statement of the facts of the case. Pursuant to the council resolution referred to above, further investigations shall be undertaken on whether it will be necessary to institute criminal proceedings against certain employees—either in the service of the municipality, or employed by the proletarian dictatorship—who have been responsible for funds, upon appointment by the proletarian * The Federal Central Executive Committee was elected by the National Assembly of Councils.
