sary, recall the members of the district executive committee and is also empowered to recall those members of the Central Council which it has elected; f. it shall direct and supervise the work of the district executive committee. Section A. The direction of all matters directly serving the needs of the population shall fall within the jurisdiction of the district council as the local organ of public administration and in particular: a. the maintenance of the physical welfare of the population, public health and environ­mental services (public baths, playgrounds); b. medical services: hospitals, sanatoria, doctors, chemists, etc.; c. provision of an adequate number of flats of a satisfactory standard with a flat register, requisition of flats, flat allocation, etc.; d. the direction, supervision and control of production, distribution of commodities; e. supervision and direction of supplies for the public, the supervision of shops, market regulations, flour depots, weights and measures; f. welfare relief; the care of invalids, foundlings, orphans; almshouses, orphanages, asylums; g. questions of public education; h. local traffic administration; i. decisions on public projects for the district, the construction of sewers, water, gas and electric supplies, and their implementation; k. the maintenance of public order, water and fire regulations, district military responsi­bilities ; l. financial administration: the collection of taxes, dues and other receipts; m. the maintenance of district population records and demographic trends (statistics, registers, etc.). Section 5. The twenty-member executive committee of the district shall prepare and enforce the resolutions of the district council and their direct administration. The executive committee shall set up the following ten departments of the district admin­istration: 1. presidential and personnel, 2. finance, 3. public welfare, 4. public supplies, 5. housing, 6. public building, 7. town management, 8. public education, 9. public health, and 10. demographic and military. The district council is empowered to delegate specialized commissions to these depart­ments. In addition to the specialist members of the council, other experts may be nominated to these commissions. Section 6. The organs of the Budapest central administration shall be the following: the Central Council, the Executive Committee of eighty members and the Central Presidential Council of five members. 101
