The Municipal Council proclaims its solidarity with the Hungarian National Council, the central and leading body of the Bourgeois Democratic Revolution October 31st, 1918 Citizens of Budapest! Moved by the call of the times, the Municipal Council of the capital associates itself with fervour with the Hungarian National Council, set up to secure public freedom and bring about genuine government by the people. We solemnly vow and declare that, wholeheartedly and with patriotic ardour, we commit ourselves to the lofty ideals which the Hungarian National Council has so swiftly and bloodlessly put into effect. We shall concert every measure of ours with the Hungarian National Council, and our principal concern will be the protection and safety of persons and property, to fulfil the principal needs of the citizens and to ensure the undisturbed working of the administration. We turn to the patriotic public of the capital, confident that they will effectively support us in our efforts to procure the welfare of the country and the benefit of every citizen in the nation. XV Appeal of the Municipal Directorate March 22nd, 1919 To the chiefs and the employees of all offices, institutions, public works and schools of the capital! By the will of the Revolutionary Governing Council we have taken charge of the capital. In this our office we recognize only one law, and that is the interests of the working people of the capital, and the defence of the liberation and power of the proletariat! We shall be bound by no other law, rule or acquired rights. All employees of the capital are called upon to work with an increased sense of duty, for they are now truly working for their proletarian brothers. All our instructions shall be carried out without demur. Everyone is required to remain at his occupation and pursue his work until further orders. Whoever acts as a troublemaker in the factories, provokes disorders or stoppages or endangers the interests and power of the proletariat is a traitor, whom we shall try before the summary court! 99
