served as the uniform basic program of the right-wing forces in the county during the first phase of the counter-revolution. After the demonstration in Miskolc on 25 October the first country workers’ council was formed, an organ of very heterogeneous composition politically. On the same day the first workers’ councils at workshops in Miskolc began to be formed. The right wing managed to launch a demonstration degenerating into lynching in Miskolc on 26 October. In consequence of the events in Miskolc the local organs of proletarian dictatorship stopped work. The events, however, pushed even revisionists to the fringes of the political life. As a result of the political events in Miskolc there began an extension of the system of worskhop workers’ councils and that of the regional councils in other towns and villages of the country. These bodies having only a name of real working class character assumed power from the legally elected administrative bodies. The early establishment of the system of factory and regional workers’ councils was an essential local characteristic of the history of the counter-revolution In Borsod. 293
