May 24,2006 The United States is home to millions of European descendents, including those from our nations, who came here to live, to build, and to fight for this country. Their contributions are at the foundation of the success of the United States. This common heritage has always helped us create close ties and promote friendship and mutual understanding with the United States. In short, we share a history, values, and views as one large transatlantic family. Today our countries are members of the European Union (EU) and NATO. Our economies are among the fastest growing in the world, based on the free market and the rule of law. We are free and open democratic societies dedicated to facing the threats and challenges of the 21st century. We are close friends the United States can rely on, operating fully as anti-terror allies. We are actively involved in all major coalition or allied operations worldwide. We are committed to promoting freedom and democracy. As members of NATO and the EU we work vigorously to strengthen our transadantic partnership. The only remaining barrier to fully realizing the vast resources of our relationship is our asymmetrical visa relationship. We welcome the recent Santorum Amendment Number 4000 to the Comprehensive Immigration Reform Bill (S.2611). This amendment opens the door to our participation in the Visa Waiver Program under section 217 of the Immigration and Nationality Act for countries that meet certain criteria. Section 217(c) (8 U.S.C. 1187(c)) is amended by adding at the end the following: '(8) PROBATIONARY ADMISSION'(A) DEFINITION OF MATERIAL SUPPORT- In this paragraph, the term 'material support1 means the current provision of the equivalent of, but not less than, a battalion (which consists of 300 to 1,000 military personnel) to Operation Iraqi Freedom or Operation Enduring Freedom to provide training, logistical or tactical support, or a military presence. '(B) DESIGNATION AS A PROGRAM COUNTRY- Notwithstanding any other provision of this section, a country may be designated as a program country, on a probationary basis, under this section if- ' (i) the country is a member of the European Union; ' (ii) the country is providing material support to the United States or the multilateral forces in Afghanistan or Iraq, as determined by the Secretary of Defense, in consultation with the Secretary of State; and ' (iii) the Secretary of Homeland Security, in consultation with the Secretary of State, determines that participation of the country in the visa waiver program under this section does not compromise the law enforcement interests of the United States. ' (C) REFUSAL RATES; OVERSTAY RATES- The determination under subparagraph (B)(iii) shall only take into account any refusal rates or overstay rates after the expiration of the first full year of the country's admission into the European Union. '(D) FULL COMPLIANCE- Not later than 2 years after the date of a country's designation under subparagraph (B), the country— ' (i) shall be in full compliance with all applicable requirements for program country status under this section; or ' (ii) shall have its program country designation terminated. ' (E) EXTENSIONS- The Secretary of State may extend, for a period not to exceed 2 years, the probationary designation granted under subparagraph (B) if the country— ' (i) is making significant progress towards coming into full compliance with all applicable requirements for program country status under this section; ' (ii) is likely to achieve full compliance before the end of such 2-year period; and ' (iii) continues to be an ally of the United States against terrorist states, organizations, and individuals, as determined by the Secretary of Defense, in consultation with the Secretary of State.'. PÁLYÁZATI HIRDETMÉNY A Szabad Magyar Újságírók Szövetsége 1956 ötvenedik évfordulója alkalmából irodalmi pályázatot hirdet olyan művekre, amelyeknek tárgya a magyar forradalmi szabadságharc. A műfaj kötetlen: tíz ritkán gépelt oldal terjedelmet meg nem haladó írások lehetnek elbeszélések, vissza-emlékezések, esszék vagy versek. A pályázaton bárki résztvehet, egyetlen feltétel, hogy a cselekmény 1956-ban játszódjék, illetve összefüggjön a forradalommal. A pályázat célja, hogy ébren tartsa 1956 eszméit és a művekből kitűnjék, kire milyen hatással voltak az akkori események. Már megjelent írásokat nem veszünk figyelembe. A bíráló-bizottság csak géppel írt pályamunkákat fogad el. A pályaműveket jeligével, négy példányban 2006. szeptember 1-ig kérjük beküldeni a következő címre: Hungarian Journalists, P O. Box 7416, Baltimore, MD 21227-0416 USA A pályadíjak: I. díj 200 USA dollár, a II. díj 100 dollár, a III. díj 50 dollár (és oklevél minden díjhoz). A díjazott műveket sorrendben követő öt legjobb írás dicsérő elismerő oklevelet kap. A verseket külön díjazzuk: I. díj 70 ÚSA dollár, a II. díj 50 dollár, a III. díj 30 dollár (és oklevél minden díjhoz). A nyertesek nevét és a díjazott műveket az Amerikai Magyar Újság közzéteszi. A pályaművek egy-egy példányát átadjuk a következő archívumoknak: Országos Széchenyi Könyvtár kézirat osztálya, a Lakiteleki Népfőiskola emigrá- ciós gyűjteménye és Budapesten az '56-os Intézetnek. A Szövetség egy példányt megtart saját archívumában. A pályaművek a Szövetség tulajdona, és minden jogot fenntart. We would like to underline that all of our countries have been involved in coalition operations Iraqi Freedom and Enduring Freedom and in NATO missions in Afghanistan, Iraq, and elsewhere, e.g., in the Balkans. We feel that the Santorum Amendment would reflect the spirit of solidarity of our freedom-fighting coalition and our strong partnership with the United States, if it would recognize the considerable contributions of all our countries. We ask you on that basis to work to implement legislative changes, enabling us to participate in the Visa Waiver Program. Admitting our countries to the Visa Waiver Program will reinforce our transatlantic partnership and will have positive impact on the image of the United States in our public opinion. Perhaps more importantly, it will present to the world our unequivocal solidarity and unwavering commitment to standing together as one family of democratic nations dedicated to upholding and defending the values we hold most dear.
