14 AMERIKAI MAGYAR SZÓ January 12, 1956 a ­Family Page The Anniversary of the Week On January 16, 1883, the Pendleton Act to re­form the federal civil service became law. Such a law had been advocated by Senators and Re­presentatives of both political parties for nearly two decades. Jts final passage was a reaction to the unsavory party quarrels over federal patron­age, and the assassination of President Garfield in 1881 by a disappointed office-seeker. These events mobilized American public opinion against toe traditional practice of selecting public serv­ants on the basis of service to a political party. The Civil Service Act of 1883 marked the begin­ning of effective reform in this field by estab­lishing a bi-partisan civil service commission and providing a system for selecting civil servant through competitive examinations. _Since then, many executive orders of the President and laws passed by Congress have extended what is known as the “merit system” to the selection of an ever- increasing number of public servants, have im­proved methods of recruiting civil service em­ployees, broadened the scope and type of exami­nations, established salary and service classifica­tions, instituted effiency ratings for promotions, and provided retirement benefit. This year, Na­tional Civil Service Week will be observed Jan. 15 to 21. Hungary Greets Un Membership The Council of Ministers of the Hungarian People’s Republic has issued a statement greet­ing with ‘‘joy and great satisfaction” Hungary’s admission to the United Nations Organization. “The Council of Ministers of the Hungarian People’s Republic” says the statement in part, “learned with joy and great satisfaction that at the tento session of the General Assembly of the United Nations Organization Hungary was taken into the ranks -of its members. “The Hungarian People’s Republic, whose for­eign policy, in conformity with the spirit of the UN Charter, is consistently directed towards en­suring peace and helping forward international co-operation, will put all its strength into the forum of UNO in the interest of the maintenance and consolidation ofxuniversal peace and security and of the realisation of peaceful coexistence of states belonging to various social systems. “Hungary’s admission to UN was announced in a telegram to Foreign Minister Janos Boldoczki from Mr. Dag Hammerskjold, the Secretary- General, who stated that he shared the deep satisfaction felt about the Assembly’s decision to admit Hungary and 15 other nations and asked for the name of Hungary’s official represen­tative. “The Government of the Hungarian People’s Republic received with great satisfaction this news of the fulfilment of the old and rightful wish of toe Hungarian people.” Cadillac Foreign Policy Many of our leaders in the labor movement seem to think there is no connection between American foreign policy, the product of Eisen­hower, Dulles and Wilson and the reactionary American domestic policy of Eisenhower, Hobby, Weeks and Wilson. Labor pointo the finger at the “Cadillac- Ca­binet” and says, “That’s why we can expect noth­ing for the workingman from the Republicans.” Issue after issue is joined in Congressional debates with labor supporting the Democratic opposition. Polio vaccine, federal school aid, tax reductions for the people and not the “excess profiteers,” all are fought for by labor and op­posed by the “Cadillac Cabinet,” but Dulles con­tinues with his “atomic diplomacy.” The Democrats in Congress pat him on the back and call fpr more guns, planes and muni­tions. The same crew that doesn’t give a hang about the American worker and worry them­selves sick over the poor underfed “excess profit” corporations are certainly not going to help the people of China, India, Burma or any other country. The “Cadillac Cabinet” is going to pro­tect his own interests and investments and ignore the people. The whole world fears and suspects and justly so, the “Democracy and Freedom” planned for them by the representatives of the world’s rich­est corporations. It is about time our labor lead­ers charted an independent, honest, peaceful for­eign policy for the nation and quit joining the American Legion, Republicans and the flag- waving “more guns” Democrats in their “Holy War” that weans only one thing to the other peo­ples if this world, more power to the men and corporations of the “Cadillac Cabinet.” G. L. ELLERY Local 3, United Auto Workers, in the Labor Daily Winged “Demons” That Don’t Fly Our conutry is a remarkable land. To describe it in one sentence—it seems to me—it could be characterized as “The Land of Contrasts.” It is the richest country in the world in terms of worldly goods. Yet, there is no country, any­where, where there is so great poverty, misery, lack of the most elementary sanitary facilities as amongst our Indians—the only true natives of our country. Our- cbuntry posseses one of the largest labor movements. Yet, there is no other country where a man heading its labor movement can “boast” that he has never been on strike, or ever had anything to do with a strike. The tallest building in the world can be found in our good USA,—so can the smallest hut. The most luxurious apartments, hotels and pent-houses are on Park Ave. So are the filth- ridden, rat-infected slums—,on the same avenue! One could go on and on. However at this time I wish to call your attention to one other con­trast that is unbelievable—butotrue. It is a recognized fact that our country is one of the most highly developed land in technology, advanced industry, science. But it is the only country that produces jet planes—that can not fly! Yes indeed! They were produced for the Navy by the Me Donnell Aircraft Corporation in St. Louis, Mo. It cost more than 1,000,000 dollars apiece! They cáll them “Demon Jets.” I don’t know why they gave them this name. “Nincsen ember hiba nélkül” — állapítja meg Magyar Amerika legbölcsebb embere, Dienös, a Hirös, az “uj köntösben” meg­jelenő “Magyar Hírnökben”. Nincsen -ember hiba nélkül, írja az eszemadta és hozzáteszi hogy nincsen, ország sem hiba nél: kül. Melyek után megállapítja, hogy fogadott ha­zánknak, Amerikának' is van egy roppant nagy hibája! Nicsakni, hát a Dienös, a hirös is kezdi már Samu bácsit kritizálni? Mi is hát a nagy hiba Amerikával? 'Aszongya, hogy “ha van valami hiba benne akkor azt az egész évre terjedő választási küzdelmet nevez­hetjük annak. Mostantól kezdve egy teljes esztendeig az Egyesült Államok népét és poli­tikusait semmi egyéb nem érdekli csak a vá­lasztás és annak mindenféle velejárója. Ideális állapot lehetett régen, amikor a nagy elődök megszerkesztették az alkotmányt. De nem ide­ális ma, amikor a világnak csak egy szikra kell és lángbaborul. Nem titkoljuk el, hogy félünk ettől az évtől___” Na kérem, igy állunk. Hiba van az országgal. Nem érdekli a népet semmi sem, még a Mrs. Kotkodács szellemességei s pletykái sem, csak a választások. Nagy hiba, nagy baj. Nem a lincse- lések képzik a hibát, nem a Cadillac kormány, nem a dullesi hárombalkezes politika hanem a választások. Azok a nagy elődök nem tudták, amit a Die­nös,, a hirös tudott, hogy tudniillik ma már “nem ideális” a választás. Hogy a Dienös 1956-ban fel­ls it because the ones who produced them were Demons? Or is it because the “Demon” got into them after they were manufactured—and that is the reason they can’t fly? Or is it because it is “Demon”-ish to collect from poor people like you and me,, taxes, toat are spent by the mil­lions, and produce planes, that don’t fly. I don’t know—but I do care, because it is interesting, that our great private enterprise system is capa­ble of such monumental accomplishment. Oh,—you might? say—you make a mountain out of a mole-hill. What must have happened was, that the Navy ordered a certain type of a plane. The Company made a model of it. They tried it out and it didn’t work. There is nothing unusual abouLfhat. Experimentation. That is all. Only by trial and error can we make progress. We tried. We made an error. We will rectify the error—and eventually make the plane actually fly. No, that is NOT the case. It is not a case of an experimental plane. It is not even the case of two, three or five experimental planes! W'e are told that there are 21 Demons with wings—which do not and cannot fly! In fact there are 29 more planes that are “grounded” to use the Navy term—that the Na­vy does not know what to do with. 21 and 29 in my arithmetics are 50! That* means 50,000,000 dollars. That’s no chi­cken feed. Subversion ? Sabotage ? This must be the work of those, who try to overthrow our way of living with force and violence! Investigate! Congress must step in! The facts must be unearthed in all their ugly details! Let toe whole country know, who are the ones squandering the hard earned dollars of the American People. Let the great conspiracy finally be placed be­fore all to see! Hold on, hold on! Compose yourself! Congress alreadv investigated and.............. NO BLAME WAS PLACED ON ANYONE! Could it be that the result of the investigation had something to do with the possibility that the stock holders of McDonnell Aircraft Corporation had some friends in the Cadillac Cabinet? If you think this story is nothing but “RUS­SIAN PROPAGANDA”, read the story in the 3rd page of the December 29th edition of the N. Y. Times. Emery Wass ni fog ettől az évtől, azaz a választásoktól. Ne féljön Dienös uram. Majd csak túléljük- a választást. Vigasztalja magát az a tudat, hogy a választások közben azért csurran cseppen magá­nak is egy kis fizetett politikai hirdetés formá­jában. Talán még sem voltak olyan szüklátókörüek azok a nagy elődök mint ahogyan az urambá- tyám gondolja. Mindenestere megjegyezzük magunknak — és a Magyar Hirnök olvasói is megjegyezhetik ma­guknak, hogy a Dienös, a hierös, egyetlen egy dolgot hibáztat Amerikában. A választásokat, a demokráciát. A Dienös ur uj köntöséből is kilóg a lóláb! BIZONYOS csoportok olyan véleményen van­nak, hogy az ország jólétét csak úgy lehet bizto­sítani, ha a gazdagok adóját szállítják le, akik a megmaradt pénzt vállalkozásokba fektetnék, ahol mindenki munkát kaphaí? és kereshet. Ezt (trickle down) lefelé csörgő teóriának hívják. — Ezzel szemben Stanley H. Ruttenberg az AFL- CIO közgazdásza erős érvekkel magyarázza, hogy csak az ellenkező (trickle up) teóriával érhetünk el általános jobblétet. És ez úgy jut érvényre, ha a kisebb keresetű, de a legnagyobb számot képviselő dolgozó tömegek adóját szállítják le, akik a megmaradt pénzt csakis vásárlóerejük emelésére használják. Ezáltal fölemelik a fo­gyasztást, amely magával hozza az üzlet és igy a termelés föllendülését, aminek viszont termé­szetes következménye a munkaalkalmak szapo­rodása és az általános jólét.
