Hungarian Law Risks Exposing Migrant Children to Sex Abuse Stop the European Union! Hungarian Government Launches New “National Consultation” The Orbán government announced that it is turning to the people to help it “stop Brussels” on six different fronts. The ruling Fidesz party is launching another so-called “national consultation,” which is nothing more than a polemical and partisan campaign exercise, using taxpayers’ money, aimed at convincing Hungarians that they are at war with the West, the European Union, with George Soros, with liberals and with hordes of migrants. If Hungarians are at war with nefarious external forces, they will no longer pay attention to systemic government corruption or crumbling health care and education. “We need the support of Hungarians, so that we can keep in domestic hands out taxation policy, as well as the regulation of wages and utility fees. Brussels wants to take away powers from member states in several areas, so in this we must stop Brussels,” declared Csaba Dömötör, parliamentary secretary in the Prime Minister’s Office. Additionally, the national consultation is also meant to continue the demonization of NGOs in Hungary, with Mr. Dömötör noting more transparency is needed when it comes to the foreign financing of civic groups and non-profit organizations. The HVG news site, in its short report on the announcement, offered the following snarky commentary: “Csaba Dömötör would not confirm whether he has ever had an original idea in his life.” Indeed, Hungarians have seen all of this before over the last seven years-Fidesz is simply reheating rhetoric and shadow boxing campaigns against amorphous adversaries: the “dark network” of Soros-funded NGOs, the Brussels boogeyman that encroaches on the nation, as well as migrants on the borders. That said, Nézőpont also asked respondents to give their opinion about “the achievement of the Brussels leadership of the Union,” and in this regard, 53% indicated that they were dissatisfied. Fidesz has no intention of pulling Hungary out of the EU. In a recently published interview with the independent news site Index he revealed some insider information, and emphasized the Russian threat to Europe. “A secret service offensive is being waged against the European Union, and influence operations in which the Russians have serious professional experience and traditions are part of this,” he said in his first ever public interview. Katrein partially backed a claim by opposition politician Ferenc Gyurcsany that 600 to 800 Russians are connected to its intelligence activities within Hungary, although he said intelligence agents make up only a small number. He criticized the government’s approach on secret service issues, citing the statefunded Hungarian residency bond program as a backdoor for spies, and saying that its preoccupation with the supposed threat from NGOs funded by Hungarian-American financier George Soros was diverting attention from the more serious danger from Russia. Katrein said he left the secret service because he felt that the political establishment stood in the way of defensive measures and operations against Russian intelligence agencies. “I felt that the professional values and principles I followed and grew up with were not completely realized in the last period of my service,” he told Index. Katrein also suggested that Hungarian politicians’ fear of Russian leader Vladimir Putin explained why they did not probe links between Russia’s GRU military intelligence agency and the far-right paramilitary Hungarian National Front (MNA). The Hungarian government was quick to react to Katrein’s statements. Prime Minister Viktor Orbán dismissed his claims, saying politicians have to go through several security checks and cannot possibly be under foreign influence. The secretary of the Prime Minister’s cabinet office, Csaba Dömötör, claimed Katrein had been fired from the security agency, so “it is evident that he is a deeply offended man, and this fact brings all his statements into question.” A member of the ruling Fidesz party István Tenyi, filed a complaint with the Budapest high court accusing Katrein of treason and failing to report anti-state crimes, and government-sponsored news outlet Magyar Idok cited other secret service members saying that Katrein is a tool of “certain circles” that want to sabotage the government and its foreign policy, including its stringent anti-migrant measures. Hungary passed a law earlier this month to detain migrants in camps on its border with Serbia, a step which the United Nations said violates European Union law and will have a “terrible physical and psychological impact” on asylum seekers. Under right-wing populist Orbán, Budapest has locked horns with European and international partners over economic and democratic issues, most recently over migration which Orbán says is a threat to Europe’s socioeconomic make up. In a letter to Orbán, Claude Janizzi, the Chairperson of the Council of Europe Lanzarote Committee expressed concerns over the new legislation along with a reminder that in 2015 Hungary signed up to the European Convention that aims to protect children from sexual abuse. He said under the new law, unaccompanied migrant children between 14 and 18 will be considered adults and will not benefit from child protection measures, including the appointment of a guardian. As a result of the legal changes, “instead of having access to a guardian and being able to benefit from the child protection system, these children will be considered as adult asylum applicants, and placed in transit zones increasing the risk of becoming a victim of sexual exploitation and sexual abuse,” Janizzi wrote. “I therefore respectfully call upon you to ensure that child protection measures benefit all children without exception (including adolescents below 18 years of age).” He called on Hungarian authorities to provide details within a month to show how unaccompanied children will be protected. The Lanzarote Committee works on behalf of the Council of Europe, which protects and promotes human rights. The Committee is specifically in charge of monitoring the implementation of the Lanzarote Convention which protects the rights of children, and aims to prevent child sexual abuse and explbitation. The Council of Europe cannot take cases to the European Court of Human Rights as the court is part of the same body.
