His emphasis was on the gift of the Holy Spirit, the source of transforming power for new creation and new community, as experienced by Jesus’ disciples in prayer together. We need this transforming power today, too. Why? Because the Spirit of Pentecost is the spirit of communication. Together they heard the sound and felt the fresh air of new life. The Spirit of Pentecost is the spirit of boldness. "Listen to us," said Peter to the crowd mocking the disciples. He fearlessly spoke out, empowered by the Spirit to follow the Master’s boldness. And the disciples were sure of God’s presence with them. The Spirit of Pentecost is the spirit of team faithfulness, too. The twelve apostles were in one spirit. They were faithful in leading Bible studies and in teaching the words of God and in counsleing and to constructively empowering new believers. The Spirit of Pentecost is the spirit of stewardwhip and sharing. When the people repented and committed their whole being to God, they recognized that they were no longer owners but stewards and sharers of God’s good gifts, including their lives. May the spirit of God’s ownership and the sharing of his gifts become a reality in a world under the power of greed, competition, induvidualism, militarism and sectarianism. The Spirit of Pentecost is the spirit of fellowship and worship. The believers grew in their experiences of accepting, loving, forgiving, and empowering one another. The church today should continue to seek this deeper experience of true "koinonia”, togetherness, in worship and service. June 7: 9:30 a.m. meeting of the Elders. THE WHITE HOUSE President Clinton Signs Ratification Papers The Rose Garden, May 21,1998 "Now it falls to us to be the guardians of the freedom we inherited. By strengthening the ties that bind free people, by committing ourselves anew to the values on which our Nation was founded and to which the world aspires, we ensure that, years from now, another generation may gather in this place, bask in the warm glow of liberty’s light, and say that, in our time, we helped make their century - the 21st Century - one of peace and freedom." On May 21, President Clinton signed the Instrument of Ratification for NATO Enlargement during a ceremony in the White House Rose Garden. He was joined by Vice President A1 Gore, Secretary of State Madeleine Albright, Secretary of Defense William Cohen, Vice Chairman of the Joint Chiefs of Staff Ralston, National Security Advisor Sandy Berger, past and present members of the Executive Branch, and a bipartisan delegation from Congress, in signing historic papers granting United States approval for enlarging NATO to Poland, Hungary, and the Czech Republic. Preserving Peace for Today, Protecting Peace for Tomorrow Over four years ago, the President articulated his vision for a New Europe which would work together with the United States to ensure that the entire continent enjoyed the benefits of democracy, prosperity, and security. In the ensuing years, much progress has been made toward achieving this goal. At the 1997 NATO Summit held in Madrid, Spain, NATO’s member states extended formal invitations to Poland, Hungary, and the Czech Republic to join the Alliance. In addition, the NATO leaders signed agreements in 1997 with both Russia and the Ukraine which forge closer and more cooperative ties between these two countries and the Alliance. On May 21, the President signed instruments of ratification for the enlargement of NATO to include the three aspiring countries. NATO Advances Collective Security and Democratic Objectives. By enlarging NATO, the alliance can better carry out its core mission of collective defense, while also addressing other matters, such as the threat of nuclear proliferation. At the same time, the prospect of NATO membership has helped countries in Central Europe to improve ties with neighbors, settle border and ethnic disputes, strengthen civilian control of their militaries, and increase tolerance for ethnic and religious minorities. Enlarging the Alliance will Make NATO Stronger. Poland, Hungary, and the Czech Republic will add some 200,000 troops to the alliance, as well as naval, air force, and infrastructure assets. They have proven their willingness and ability to contribute to the security of the region by providing over 1,000 troops to help secure the peace in Bosnia, and participation in hundreds of Partnership for Peace exercises and activities. Building a Stronger U.S.-European Partnership for the 21st Century. Today’s historic signing ceremony is another step toward ensuring a safer future for our children. The enlargement of NATO brings Europeans closer together, reaffirms the longstanding commitment of the United States to remain engaged in Europe, and erases another Cold War dividing line. It is the President’s hope that the 19 current and incoming member states of the Alliance will ratify enlargement ratification by the end of 1998 so that NATO can welcome Poland, Hungary and the Czech Republic as its newest members at the 50th Anniversary Summit to be held in Washington in April, 1999. Remarks by the President on Ratification of NATO Enlargement "We learned at great cost in this century that if we wanted America to be secure at home we had to stand up for our interests, our ideals, and our friends around the world. Because of the alliances we’ve built and the work that our people have been able to do here, we near the end of this great century at a remarkable pinnacle of peace, with prosperity and declining social problems at home, and for the very first time ever a majority of the world s people living under governments of their own choosing. Since World War II, no alliance for freedom has been more important or enduring than NATO. And as we look ahead to the next 50 years, we have to imagine what the world will be like and what it is we expect to do and, in particular, in this case, what about NATO. Today we welcome Hungary, Poland, the Czech Republic, finally erasing the boundary line the Cold War artificially imposed on the continent of Europe, strengthening an alliance that now, clearly, is better preserved to keep the peace and preserve our security into the 21st century. For the 16 of us already in NATO, enlarging our alliance will create three new allies ready to contribute troops and technology and ingenuity to protecting our territory, defending our security and pursuig our vital interests. The 60 million people who live in Hungary, Poland, and the Czech Regpublic, they now know that what they build in peace they will be able to keep in security. And America now knows that we have new allies to help us meet the new security challenges of the 21st century - something that our partnership in Bosnia so clearly demonstrates. We come to this day, thanks to many acts of courage - courage that toppled the Berlin Wall, ended the Cold War; the sacrifices by those who raised freedom’s banner in Budapest in 1956, in Prague in 1968, in Gdansk in 1980; people like Lech Walesa, Vaclav Havel, Árpád Göncz, so many others... This is a day for celebration, but also a day for looking ahead. Our work to adapt all our institutions to the challenges of the new century is far from done... Yes, we have more work to do, but for today, we remind the people of Europe that in the efforts that lie ahead, they can continue to count on the United States. And we remind the world that tomorrow, as yesterday, America will defend its values, protect its interests, and stand by its friends. So that years from now another generation may gather in this place and bask in the warm glow of liberty’s light, because in our time we fulfilled America’s eternal mission: to deepen the meaning of freedom, to widen the circle of opportunity, to strengthen the bonds of our union among ourselves and with others who believe in the primary importance of liberty and human dignity.
