AMERICAN Hungarian Journal Clinton Criticizes Russian War on ______Chechnya______ CLEVELAND - President Clinton leveled his sharpest criticism to date at Russia’s han­dling of the revolt in the seces­sionist republic of Chechnya. While affirming U.S. support for Russia’s right to preserve the integrity of its territory, Clinton said, "Every day the fighting in Chechnya continues is a day of wasted lives and wasted resour­ces and wasted opportunity." "The violence must end," he declared at a conference on trade and investment is Eastern Eu­rope. "I call again on all the par­ties to stop spilling blood and start making peace." Clinton considers Russian military policy in Chechnya "mis­guided" and is growing impatient with the rising civilian death toll. He personally appealed to Yeltsin last week to stop the shell­ing of the Chechen capital, to no avail - the attacks intensified. It seems that Yeltsin faces strong pressures back home as well, from people like Yegor Gaydar and his party, to stop the offensive on Chechnya, but the nationalist and communist forces insist on the continuation of the "strong hand" policy. Hungary Still Leading The Reuter News Agency reports that in the first three quarters of 1994, $926 million worth of working capital came to Hungary, while during the same time period, Russia was able to capture 768 million, and the Czech Republic 478 million. When it comes to an estimate for the whole year, Hungary is said to have received 1.2 billion dollars, Poland $880 million, and Romania 627 million. According to the reports, Hungary’s lead, built up during the preceding years, is quickly dissipating. Hungary was able to preserve its leading position for the time being, but nobody knows for how long. New Slovak Program for Protecting State ______Language______ Slovakian government has final­ized its program for the next few years. According to Vladimir Meciar, this is the first program since 1989 to aim for stabilization and economic development. If all goes as planned, Slovakia may well be the best developed among post-communist countries by 1998. What is unfortunate for Hun­garians living in the area is that the protection of a "state lan­guage" is part of the program. Al­though the Slovaks swear the new educational reform "is not directed against anybody", minorities have forebodings based on past experience. Shell Moving Out Shell Hungary is terminating its wholesale gasoline line. The firm, which has occupied second place in the Hungarian fuel market, was forced to take this step because of the scandalous situation of the fuel market. They were unable to compete with the suspiciously low prices of those who find ways to evade taxes, or simply disappear from authori­ties after having completed the import. Compensation for Energy Price Hikes BUDAPEST - The Hungarian government decided to compen­sate the neediest segment of society for the recent substantial increases in energy prices. Ap­proximately one and a half mil­lion people will receive a monthly 600 Forints (about 5 dollars, since the latest exchange rates show 120 Forints for a dollar) for the duration of the heating season. The compensation is directed to invalids, those over 60, single parents raising a child alone, families with 3 or more children, the unemployed, and those with less than 10 thousand Forints monthly income. Suspected Crooks Sue Police for Lost Time Two businessmen from the county of Nógrád, suspected of tax fraud, are suing the police and one investigator for 300 million Forints in damages for lost time. They claim that their company has collapsed in the absence of its leaders. The owner spent five months, his partner almost a year and a half in preliminary detain­ment. The investigation in the case of the Angyal brothers (who presumably were no angels them­selves) was started in 1991, and the police promptly turned over the 10 thousand(!) pages of materials to the prosecution at that time. However, to this day the court still has not set a date for the first hearing. So the busi­nessmen are supposed to be presumed innocent until found guilty, aren’t they? There has been no precedent for a similar case in Hungarian jurisdiction. Strict Laws Against _______Racism_______ The Hungarian Parliament will debate in March a new strict law, proposed by the head of state, regarding crimes against nation­al, racial or religious groups. The reason for the new law is twofold: . the section of the old law regulat­ing this area gave rise to misun­derstandings, and Hungary is sig­natory to several international agreements requiring the elimination of all forms of racial discrimination. The proposal places the crimes against racial or religious groups with the crimes against liberty and human dignity. There are two categories: demonstration, which includes organization of or participation at events which aim to shame, humiliate or frighten the above groups, or members thereof; and organization of or English Page by SUSAN JANCSO participation in bodies whose aim is to evoke antagonism, hatred or harmful discrimination against said groups.
