AMERICAN Hungarian Journal NEWS FROM BUDAPEST Gyula Horn’s Views on Gabcikovo Dam Pime Minister Gyula Horn told representatives of Hungary’s environmental movements that Budapest did not intend to withdraw its suit with the International Court of Justice (ACJ) at The Hague, whose decision is not expected to materialize before 1997. On the other hand, Horn would like the talks between Hungarian and Slovak experts on the Gabcikovo-Nagymaros dam, which showed no progress over the past year, resumed within two weeks so as to facilitate a mutual accord with Slovakia. Most ecologists think there is no environment-friendly solution to Gabcikovo. They belive Hungary’s decision to halt the project was justified and any change would render the ICJ suit meaningless. According to state secretary for foreign affairs István SzenMványi, the two countries have set no particular time limit to the signing of a state treaty and are putting the emphasis not on speed, but on a long-term, comprehensive settlement of all bilateral issues with the participation of Slovakia’s Magyar and Hungary’s Slovak minorities. Hungarian Army in Dire Need of Funds According to defense minister György Keleti, the Hungarian Army is presently faced with a 3.5 billion forint ($35 million) shortage of funds and cannot expect to get the extra 2.5 billion forints requested by his predecessor Lajos Für. Strict saving measures will thus be required, such as the call-up of 21.000 instead of 23,000 conscripts next month and the gradual reduction by 10,000 to 12.000 of the number of army conscripts; the joint exercise with British soldiers in September will be the only maneuver held this year. Keleti said that in the future, the army will play a lesser role in Hungary’s security policy, which will rely more on political means and the bilateral treaties to be signed with its neigbors. Keleti pointed out that the air defense accord signed on July 23 with Slovakia was meant to be a confidence-building measure and that he would next meet his Romanian counterpart Gheorghe Tinea on July 30 in Gyula, Hungary, to discuss bilateral military cooperation. EXPO’96-A Big Question Mark It becomes less and less probable that EXPO ’96 will be held in Budapest as planned. Debates are in progress within the government, and the vote last week in the Economic Committee was 6 to 0 against Version A, or holding the expo as originally planned. Mrs. Barsi-Pataki, the former chief executive of the expo, was visibly shaken by the decision. However, there is still Version D to be considered, which would complete the buildings and the infrastructure as planned, but instead of an expo in 19%, would save it for a potential Turn of the Millennium" celebration. This would mean the city would have to come up with the funds to complete the investments, while the income, an estimated 105 billion forints, would not materialize. There are opinions that cancelling the expo now would cost more than going ahead with it. But finance minister László Békési thinks otherwise. According to him, holding the expo would cost 93 billion forints, while cancellation would reduce the expenses to 38 billion. In the Wake of Bombings in Hungary An analysis conducted at the special laboratories of the National Defense Bureau in the wake of the bombings at Novi Sad, Szeged, the Parliament and Matthias Church in Budapest, shows that the ingredients of the bombs used are identical - said brigadier general Antal Kacziba, head of criminal investigations at Hungarian police headquarters. Military and civil secret service, border police and customs officers are making a joint effort to prevent more such incidents from happening. CULTURAL EVENTS GEORGE BAUER held a very successful presentation at the Arany János Culture Circle, touching on multiple subjects. The first hour of the program was focused on Sir Rudolph Bing’s career at the Metropolitan Opera, and the innovations he instituted during his stay at the world-famous opera house (such as the Saturday morning "Live From The MET" radio-broadcasts which brought opera into the lives of millions in America). Bing was also instrumental in focusing the spotlight on many Hungarian-born artists such as Eugene Ormandy, Alexander Sved, Szell and Fricsay. The second hour was devoted to Hungarian writers of the past thirty years - namely, Ferenc Karinthy, Tamás Bárány and István Örkény. Mr. Bauer interspersed his presentation with anecdotes and charming, funny quotes which evoked a strong positive response from the audience. It was almost too soon when the time came to stop and consume the food and drinks prepared by hostess Iby Székely and Elizabeth Marcus. Mr. Székely, the "Chronicler" and president of the club, is still recovering from the recent mild stroke he suffered during the couple’s Alaskan cruise. JUDITH NESLENY and Marra Rácz have organized Neslenyi herself - provided classy entertainment, while the now traditional annual awards, the Silver Ravens, rewarded worthy members of the Hungarian community for their lives’ work. This year’s awardees were: Leslie Szegedi, journalist, former editor-in-chief of the American Hungarian Journal, George Stirling, of California Hungarians, and the Makk family of artists: Americo, Eva and A.B. Makk. Corvina Awards were presented to actress Elizabeth de Charay, director of the Hungarian Theater of New York, and to mezzosoprano Elisabeth Tárczy- Kovács, who is also Mrs. Stirling.
